NAME - REGISTERED OFFICE - AIM

Art. 1 - The International Association Missionaries of Political Charity is constituted. The Association has its registered office in Rome and is juridically represented by the President.

Art. 2 - The International Association Missionaries of Political Charity, by means of its members engaged in social and political walks of life, sets itself the following goals:

  • a) to spread the range of actions of justice and love into each country and the relations between nations;
  • b) to foster the consciousness of brotherhood and universality of human family;
  • c) to set, among the different religions, the dialogue of actions, in which peace education and environmental respect, solidarity towards the suffering world, promotion of social justice and integral development of the peoples have to be highlighted;
  • d) to develop studies for the deepening and application of Christian Social Thinking;
  • e) to promote a dynamic and responsible presence of one's ecclesiastical community in social and political life;
  • f) to contribute, in the light of the Social Teaching of the Church, to make local, national and international politics into a transparent laboratory for ideas, proposals, projects and plans and for their practical execution as long as such are in conformity with the dignity and fundamental rights of the human being and of the people and with their deep and legitimate aspirations;
  • g) to involve the greatest part of the citizens and get them interested in political activity and in the options open to them in accord with the criteria of participated democracy, so that every community, small and large, may be the architect of its own development and manage itself according to the methodology of freedom and co-responsibility;
  • h) to spread Christian Social Teaching, by means of the press, radio, television, and also reunions, study meetings, congresses, publications, and schools of formation, so that such teaching may be the principal point of reference and an inspiring source for all the social and political operators.

ACTIVITY OF THE ASSOCIATION

Art. 3 - The activity of the International Association Missionaries of Political Charity is carried out through:

  • a) a Master's Degree of specialisation in the Social Doctrine of the Church;
  • b) research and collection of documents in co-operation with other institutions;
  • c) conventions, seminars, debates, conferences and exhibitions at national and international level;
  • d) meetings, conventions study seminars and other ways of co-operation with the diplomatic staff accredited to the Holy See;
  • e) international co-operation on initiatives of consulting, education and exchanges of experiences;
  • f) courses of education and training aiming to coach professionals in line with the labour market, also looking after taking care of teachers, instructors and organisers;
  • g) contacts with other bodies, institutions and associations having the same aim, in order to set up co-ordinated cultural initiatives;
  • h) publication and popularisation of the activities' results carried out at national and international level.
  • i) this is a non-profit association.

Art. 4 - Belonging to the International Association Missionaries of Political Charity and deeply connected with it, there is the Superior Institute of Political Charity.
The Institute has an international nature and its goals are:

  • to improve Ecclesiastics and Lay people in the Social Doctrine of the Church and in its application;
  • to ensure an appropriate moral and cultural education to those, who want to devote themselves to social and political activities;
  • to foster, at post-university level, the study of social, economic, political and juridical sciences with reference to the religious faiths.

Art. 5 - The International Association Missionaries of Political Charity explicates its activity principally in two distinct but integral moments: formative and operative.

Art. 6 - The formative moment involves:

  • a) the spiritual formation of all its effective and sympathiser members in accord with the Christian spiritual tradition, which has Christ as its centre and goal in the fullness of his mysteries and the integrity of the values of his message proclaimed and protected by the Church;
  • b) the cultural education is understood as knowledge and deepening of political, social, cultural and Christian Social doctrine; as specific competence for carrying out and evaluating political activity according to the principles of Christian wisdom; as the testimony and transparency of faith, of which it is bearer.

Art. 7 - The operative moment presupposes all the requisites of the formative moment and goes beyond it to include the commitment, the dedication, the spirit of service, so that political activity may be truly an exercise demanding charity in favour of the brethren and of the entire community, in particular in favour of the weaker and poorer categories of people; so that society may have just, efficient and functional laws and orientations , so that to everybody and everyone there may be guaranteed integral growth under the condition of equality and solidarity.
In order to reach all these goals the Association provides to set up national and international bodies and companies with didactic and operational function, within the economic, financial, industrial and labour field, taking particular care of the co-operation with the developing countries.

Art. 8 - The official organ for the co-ordination and information is the periodical called "Già e non ancora" [Already And Not Yet].

THE LIFE OF THE ASSOCIATION

Art. 9 - Effective members of the International Association Missionaries of Political Charity are the lay faithful, married and unmarried who demonstrate the vocation of being called by the Lord to serve others, and to engage themselves for the civil community in different articulations and institutions both, in places of influence and in basic structures.

Art. 10 - Adhesion to the Association demands the acceptation of the statutes and its perfect observance.

Art. 11 - The adherent to the International Association Missionaries of Political Charity is required a regular Christian life, a loyal and full profession of the truth of faith, docility to the Supreme Pontiff, to Bishops, as well as to the superiors of the Association.

Art. 12 - Since the Missionaries of Political Charity are called by the Lord to serve others in the political and social spheres, the answer to such a call becomes ratified and approved by a special "act of consecration" which has its root in Baptismal and Confirmational Consecration.

Art. 13 - The moment of "consecration" has its seal in the pronouncement of the promises in front of a spiritual assistant to the service of the Association and in front of its leaders. The promises concern the commitment of living and bearing witness to the Gospel in its integrity, and of promoting social justice in one's lay condition and in one's freely chosen ambient.

Art. 14 - The pronouncement of the evangelical promises takes place after a successful two-year period of formation. The judgement of suitability rests on the directors of the Association.
The formation consists in the effort to conform oneself to the Gospel, and there upon in participating in the life, commitments, and initiatives of the Association (retreats, conventions, reunions), under the guidance of one of the spiritual assistants, without however interrupting one's proper ordinary activity.

Art. 15 - The lay faithful actualise, through the ministry of political charity, the new evangelisation in the time and social life of the community and give witness to the values of the kingdom of God within the terrestrial city.

Art. 16 - Sympathisers of the Association are those, who help to develop it with their own co-operation and oblations.

Art. 17 - Supporter of the Association are individual or juridical people, who help to develop both, the Association and its activities, through donations corresponding to the statutory goals.

Art. 18 - The President and his Council can appoint meritorious men and women of the Association members of honour.

THE ORGANS OF THE ASSOCIATION

Art. 19 - The International Association Missionaries of Political Charity, is run by the central organ composed by the President and his Council.
Both the President and the components of the Council of Presidency are elective. All elective members of the Association participate in the election. The one who secures the absolute majority in the first or in the second scrutiny and relatively in the third, according to the norm of the canon 154-179, emerges as elected.
The Board of Governors is made up by the President and four Members. The Board decides with the participation and the vote of the President and at least two Members.

Art. 20 - The President and the Members of the Board of Governors continue in office for five years and can be re-elected.

THE DUTIES OF THE PRESIDENT

Art. 21 - The President, with his Council, has the responsibility for the life and action of the Association. One of the members of the Council shall also be the administrator of the Association's goods. It pertains to the Council also to elect him.

Art. 22 - The Council convoked and presided by the President:

  • a) proposes to the Pontifical Council for the Laity the appointment of the central spiritual assistant and the local assistants;
  • b) receives candidates into the Association and decides the starting of the procedure for dismissal of any inadequate member;
  • c) animates the Association and proposes programmatic initiatives in order to achieve its goals;
  • d) takes measures with regard to defaulters, according to the canonical norms;
  • e) calls education meetings, study conventions, congresses and publications that fall within the goals of the Association;
  • f) promotes schools of education in the Social Doctrine of the Church for lay faithful;
  • g) fosters the study and progress of social, economic and juridical sciences and sets up courses and schools of training;
  • h) enters into conventions with national, international and foreign bodies, companies and organisations in order to reach the statutory goals;
  • i) approves the estimate and final balance of the Association.


Art. 23 - The President:

  • a) convokes and presides the assembly;
  • b) conducts relations with the Holy See and the local ecclesiastic authority;
  • c) promotes personal relationships with the members and of the members among themselves;
  • d) communicates the Presidential acts to the Association and the members.

THE COMMON FUND OF THE ASSOCIATION

Art. 24 - The Association can dispose of its common fund constituted by the offers made by the members and by other licit sources. This fund shall be managed by an administrator elected by the Council of Presidency who shall remain in office five years and shall be renewed like the other members of the Council.
The administration can not dispose of such sources, except for the needs and the goals of the Association, but always with the explicit consent of the Council of Presidency. The Council of Presidency shall decide the means for helping the members of the Association who may find themselves in extreme necessity.

THE MEMBER - ASSOCIATION RELATIONSHIP

Art. 25 - The Missionaries of Political Charity, while they are part of the Association, must make a clear-cut distinction between their social political work and the life of the Association, in carrying out the political activity and in the assumption of responsibility that goes with it, in the exercise of power within the civil community, within the associations and within the institutions, over those under their direct responsibility.

Art.26 - The Missionaries of Political Charity engaged actively in the social and political work shall receive from the Association the principles of orientation, which will recall the normative criteria of the Gospel, interpreted by the magisterium of the Church. These are the principles which they ought to translate into concrete situations in coherence with the faith and in communion with the brethren.

DISMISSAL OF MEMBERS

Art. 27 - The members of the International Association Missionaries of Political Charity can be dismissed for the following reasons:

  • a) be it that they have in a notorious way abandoned the Catholic faith (can. 694);
  • b) be it that they have obstinately supported a propagated doctrines that the magisterium of the Church has rebuked (can. 696);
  • c) be it that they have caused repeatedly violations of the promises and principles sanctioned by the statute (can. 696);
  • d) be it that they have judiciary measures in progress;
  • e) be it that they have undertaken an irregular life in contrast to the Gospel and harmful to dignity and to the Christian faith.

Art. 28 - The President with his Council make decisions regarding the dismissal, through collegial vote, after listening to the opinion of the committee of Guarantee. In order that the decision may be valid it is necessary that it be supported by 2/3 of the members of the Council of Presidency. The vote has to be secret.
The right to expose one's reasons in front of the Council of Presidency in order to justify one's very behaviour, is recognised and conceded to the one concerned in the case.

Art. 29 - Members, who are dismissed from the Association or who may abandon it spontaneously, can not demand anything from the Association, for whatever activity they may have done in it nor recuperate the donations they have made to the Association (can. 702).
