DECREE

Regarding the application initiated by Prof. Alfredo Luciani, Founder and President of the Associazione Internazionale Missionari della Carità Politica, on 19 October 2001, seeking definitive approval from the Pontifical Council for the Laity for the Statutes of this association of lay believers, approved on 27 September 1996 for a period ad experimentum of five years. 

In view of the fact that the aim of the Associazione Internazionale Missionari della Carità Politica, through its members, is to spread the Christian message in social and political life as a way of holiness. At the same time, the Social Doctrine of the Church and a commitment to political service constitute the basis for action of this group, action that is mirrored in the many fruits of its service to the Church and to society since it was founded. 

Among the most significant achievements of the Associazione Internazionale Missionari della Carità Politica in its years of existence has been the establishment of the Istituto Superiore Carità Politica, which runs various training programmes in social and political commitment, as well as educational and cultural activities. 

The setting up of Domus Carità Politica, which is one of the most characteristic instruments of the association, should also be mentioned. Its task is to link the Ambassadors accredited to the Holy See, fostering collaboration between them and organising meetings to explore international issues. 

The Second Vatican Ecumenical Council, like the post-council teaching, paid special attention to collective forms of participation in the life of the Church, showing profound respect and consideration for them (cfr. Decree on the Apostolate of the Laity Apostolicam actuositatem, 18, 19 and 21; John Paul II, Post-synodal Apostolic Exhortation Christifideles laici, 29). 

In the same vein, at the dawn of the Third Millennium, Pope John Paul II wrote importantly of "the promotion of forms of association, whether of the more traditional kind or the newer ecclesial movements, which continue to give the Church a vitality that is God's gift and a true 'springtime of the Spirit'." (Apostolic Letter Novo Millennio ineunte, 46). 

In view of the opportunity of giving definitive approval to the Statutes of the Associazione Internazionale Missionari della Carità Politica. 

Having regard to Articles 131-134 of the Apostolic Constitution Pastor bonus on the Roman Curia, and canon 312, § 1, n.1 of the Code of Canon Law, the Pontifical Council for the Laity hereby decrees: 

1. Confirmation of the recognition of the Associazione Internazionale Missionari della Carità Politica as a private international association of believers in pontifical law, with a legal personality, in accordance with canons 298-311 and 321-329 of the Code of Canon Law. 

2. Definitive approval of the Statutes of the association, approved on 27 September 1996 and subsequently amended on 3 October 1999, duly authenticated by the registry and deposited in its archives. 

Done at the Vatican, this eighth day of December in the year two thousand and one, Solemnity of the Immaculate Conception of the Blessed Virgin Mary.

 Regarding the application dated 29 November 1999 in which Dott. Alfredo LUCIANI, in his capacity as legal representative of the Associazione Internazionale Missionari della Carità Politica, with head office at Viale delle Milizie 140, Rome, established as a private international organisation of believers with a legal personality in canon law by Decree of the Pontifical Council of the Laity on 4 October 1999, has sought legal recognition under the terms of Article 12 of the Civil Code for this organisation, established by public act of 14 October 1999, reference no. 48845/11289, in a notarial document of Dr. Carlo Cavicchioni, a notary in Rome;

Whereas the recognition of this association is proposed to promote the scope of action towards justice and social care within each Nation and in relations among the Nations, to contribute to the moral and cultural training of those citizens with the greatest social and political commitment, to establish a dialogue between the various religions, paying particular attention to education for peace and respect for the environment, and to the promotion of concepts of brotherhood and the universality of the human family;

Having ensured that the Association's capital is adequate for the pursuit of its institutional aims;

Having regard to all the evidence supporting this application;

Having regard to Article 10 of Law 222 of 20 May 1985, Article 12 of the Civil Code and Article 2 of Law 13 of 12 January 1991

 

HEREBY DECREES

 

ARTICLE 1

The Associazione Internazionale Missionari della Carità Politica, with head office in Rome, is established as a non-profit organisation.

 

ARTICLE 2

The relative statute, consisting of 38 articles, attached to the public act of 14 October 1999, reference no. 48845/11289, a notarial document of Dr. Carlo Cavicchioni, a notary in Rome, is approved.

 

This decree will be published in the Official Gazette of the Italian Republic.
